About Shiluvim
Professional support for apartment owners, grounded in expertise and first-hand experience
Shiluvim was founded on the belief that apartment owners should play a meaningful part in decisions that shape their future. They should not have to wait for a developer's offer or navigate an unfamiliar, complex system alone.
To make that possible, Shiluvim leads and manages the project on the owners' behalf: assessing what can realistically be advanced, helping owners organise and select their professional team, managing developer selection and commercial negotiations, coordinating everyone involved, and tracking decisions and commitments throughout the process.
Shiluvim does not replace the apartment owners or their lawyer, appraiser and inspector. The owners make the substantive decisions, and each professional remains responsible for their own field. Shiluvim's role is to lead the process on the owners' behalf, maintain a complete overview of the project and enable them to make informed decisions.

Who is behind Shiluvim?
Shiluvim was founded and is run by Yosef (Yossi) Avraham, the company's founder and project manager.
Before turning to urban renewal, Yossi spent years as a researcher at a leading research institute and as a lecturer at Ben-Gurion University. His work covered applied social research, public policy, evaluation studies, and the examination of complex public systems.
That background continues to shape the way Shiluvim works: we do not take statements at face value, but examine the evidence; we distinguish between facts, assessments and promises; we seek to understand how the entire system operates; and we turn complex professional information into clear, practical information that owners can use when making decisions.
Yossi is a father of two and holds a master's degree in public policy from the Hebrew University.
First-hand understanding of what apartment owners go through
Yossi is himself an apartment owner in an urban-renewal project in Jerusalem. His own experience of the process was not always straightforward, and it helped shape the way Shiluvim works today.
When what was agreed is no longer clear
Something that appears settled at one stage may be reopened later. Gaps sometimes emerge between what was promised, what the agreement and plans say, what appears in the technical specification, and what is ultimately proposed in practice.
When an important question goes unanswered
It is frustrating to ask a developer or professional the same important question repeatedly, particularly when it concerns your home and your rights, and still not receive a clear answer in time. Meanwhile, decisions move forward while the uncertainty remains.
When everyone handles only their own part
Even where many professionals are involved, responsibility can pass from one party to another. Each person handles their own field, but no one necessarily maintains a complete overview on behalf of the apartment owner.
That experience sharpened Shiluvim's approach: securing a good agreement is not enough. The process must be managed over time, commitments monitored, gaps identified, answers pursued, and changes and available options explained clearly to apartment owners.
Even with an agreement and a professional team in place, an apartment owner can still be left to face the system alone. I know that feeling first-hand.

We do not assume that a promise will fulfil itself
We examine what was said, what was offered, what was written into the agreement and what is required for implementation. When we identify a gap, we raise it and coordinate the response with the relevant parties.
We do not let an important question disappear
There is not always an immediate answer, and sometimes a legal, planning or valuation review is needed. But the owner should know who is looking into it, what is missing, and when an answer is expected.
We keep the project's history
Projects last for years, the people involved change and earlier decisions are forgotten. We preserve the documents, decisions and commitments so that owners do not have to start again each time.
We do not leave the owner alone facing the system
We cannot promise that there will be no disputes, delays or disappointments. What we can do is act as the single point of contact that knows the project, maintains the full picture and helps owners understand what is happening and what can be done.
Personal leadership from start to finish
Shiluvim's projects are led personally by Yossi, working with the owners' committee and alongside the lawyers, appraisers, architects, inspectors and advisers selected by the apartment owners.
