Questions apartment owners ask before moving forward

The questions that come up in almost every building - the fee, Shiluvim's role, the division of roles between Shiluvim, the lawyer and the developer, agreements between neighbors, and what happens if the project doesn't move forward.

Fee

Do apartment owners pay Shiluvim directly?

No. Shiluvim's fee is not collected directly from the apartment owners. It is agreed in advance, transparently with the apartment owners, and paid as part of the project costs as the project progresses. The model is built so that the better the compensation the apartment owners receive, the greater Shiluvim's success.

Shiluvim's role

If we already have a lawyer, why do we also need Shiluvim?

Because a pinui-binui project has two parallel dimensions: the legal agreement, and the process that leads to it and puts it into effect.

The lawyer protects the owners’ legal rights, reviews and drafts the agreement, and handles legal matters with the developer.

Shiluvim manages the practical, commercial and human dimensions of the project: organising the apartment owners, working with their committee, selecting a developer, comparing proposals, leading commercial negotiations, coordinating advisers, facilitating decisions, providing regular updates and monitoring the project’s progress.

Owners' compensation

Does your fee reduce the compensation I receive?

No. Shiluvim's fee is not collected directly from the apartment owners, and it isn't deducted from the compensation they receive.

It is part of the project's cost structure, and is factored into its financial assessment, including the Standard 21 appraisal.

Our role is to help apartment owners organise, choose well, lead a stronger commercial negotiation, and protect your gains along the way.

Before you start talking to developers

What if a developer has already reached out to us?

You can reach out even if a developer has already approached the building or presented an offer. In the initial conversation we'll put things in order: what was offered, what's missing, what's worth checking before moving forward, and how to bring the apartment owners together into an organised side facing the developer. We're here to put things in order.

Can we reach out even if we're just at the beginning?

You can reach out whether you're at the very beginning, or whether a developer has already approached the building.

What if the apartment owners don't agree with each other?

Disagreement at the start is normal. Part of Shiluvim's job is to build trust, present accurate information, and help the apartment owners arrive at shared decisions. We don't impose decisions on the apartment owners. Our role is to explain the options, compare alternatives, bridge gaps, and help the apartment owners reach a broad, informed agreement.

During the project

How long do you stay with the project?

We support the apartment owners through the entire journey: from initial organisation, through developer selection and negotiation, to the stages where the process becomes long, complex, and less clear. That's exactly where it matters most to have someone who sees the bigger picture.

What if the project doesn't move forward?

Shiluvim's fee depends on the project's progress. If no agreement is signed or no building permit is granted, there is no fee. That's why our interests and yours are fully aligned: we all want the project to happen, and to happen well.

How do the apartment owners receive updates?

Through the elected owners' committee, meetings we organise for apartment owners, and structured update groups. Every substantive decision is brought to the attention of all owners, so that the process does not take place only among professionals and project representatives.

Professionals and roles

Do you replace the lawyer, the appraiser, or the inspector?

No. Shiluvim works alongside the professionals representing the apartment owners. The lawyer, the appraiser, and the inspector are responsible for their areas of expertise. Shiluvim coordinates between them, manages the process with the apartment owners, and makes sure information flows between all sides in an orderly way.

Do you only work in Jerusalem?

Our focus today is on Jerusalem, on pinui-binui complexes within the city. We know the District Planning and Building Committee, the Jerusalem-based professionals, and the local renewal-process characteristics intimately. That said, you can reach out from other cities too - we'll examine together whether it's a fit.
